Description

When the migration to v3.Cluster is complete, we must follow with the deprecation of the existing provisioning.cattle.io controller. After the ADR is approved, we need to apply the deprecation procedure for the old controller to be removed from future releases of Turtles so that management.cattle.io is the only resource that can represent CAPI clusters imported into Rancher.
