How would you describe the priority of this feature request

Low (would be nice)

Please provide a clear description of problem this feature solves

Couple RAPIDS projects like cuDF use type annotation. In addition to being nice, they make the code more explicit and easier to read.

Describe your ideal solution

Add type annotations in all our python API and possibly pylibcugraph API.
