We are going to be using cuMF to implement some matrix factorization algorithms within cuML.

We need this to be a submodule. We should be able to use / wrap their source files directly, so it shouldn’t be necessary to link against any of their build artifacts.

As this was the original plan, more recent discussions & investigations from the team have led us to prefer building MF on top of our own primitives.
