Currently, CI tests for noetic on fossal are not supported and are allowed to fail.

The reason is that the focal distribution is still not present in Ubuntu PPA, as addressed in this issue and PR in ansible's repository.

A potential workaround (and overall improvement) to this issue might be to rely on molecule for testing purposes.
