Is back-powering safety required for a hat? #89

The official RPi PoE+ Hat does not have any backpowering protection like a diode but is still called a hat. As such an official product is violation of section 2 of the basic requirements while still carrying the "HAT" title. It seems like either the product is mislabeled or that this specific section of the basic requirements is now optional?

Does anyone know more about this? Has there been a revision of the PoE+ "HAT" in the last few weeks which added a diode but which I did not yet receive?
