Adding Scikit-RF to Juno

I would like to add Scikit-RF to Juno. This would allow me to do some RF designs right from Juno.

By itself, Juno is quite powerful. Having Scikit-RF can only strengthen the Juno app.

@Kyhiendo Scikit-rf looks like a pure Python package on PyPI—could you try installing it in Juno's package manager? Are there any dependencies that are missing or are incompatible?
