My kinto-master directory is in ~/Downloads/. How can I move this to a new location? Thanks!

That folder is where you install Kinto from. If you've already installed Kinto and it's working, you don't need that folder in ~/Downloads/ anymore. You can pick it up and move it anywhere you like, or even delete it. You can always re-run the original installer command if you need to, and it will re-download the files it needs.
