it is not certain yet whether we are using https://github.com/rchain/rvote or https://github.com/rchain-community/rgov

We should know by the end of the week.

@jimscarver @David405 do we have a developer rholang action or web-UI for this?
I think ballot creation would be difficult if everything needs to be typed into a single text input field in the developer interface.
