Installation fails for pyjq

pyjq

Every time I to install using requirements.txt to get automated propose working on a new shard, it fails on pyjq.
Removing pyjq does not affect the function of propose, so I wonder why it's there.

Perhaps it could be removed or moved to a separate file according to its purpose in the dependencies.

If you plan to run propose_script.py only, pyjq is not needed at all.
