我们希望实现监控埋点的API设计，

需要参考dapr/layotto等项目中关于Metrics的设计

并在capa中进行实现

似乎dapr/layotto还没有关于Metrics的API定义（据我所知社区还在讨论中），
我们可以基于我们的理解，先完成第一版的设计，然后贡献到社区进行讨论。
哪怕最终和社区方案差异很大，我们也能及时调整到社区方案。

如果你有想法，可以直接提交代码到capa
