No state population data in the tracking project dataset

"I love your project! I follow it closely to see if the US is ever going to get a grip on testing. I thought it might be helpful to include state populations next to the state name so the numbers can be put in perspective. "

Discussed with Mahesh, probably don't want to start changing the data ourselves, could add a post-processing example that joins this with another dataset that includes the relevant data.

Percentage of individuals with COVID-19, or number of cases per 100,000 in a given region might be an easier metric to understand for comparisons.
