Polkadot opengov seems to be most algorithm efficient governance.
So any number of accounts can vote.
But schelling game, if one have to draw 100 times for thousand account to vote. But who will pay the gas fees for drawing.
Seems we need to make draw gasless, and gas fees are added when you reveal the vote, or somewhere else.
In conditional, add gas fees for transaction after total juror are selected, so that there is no attack.
