OpenShift pipelines has a built in set of tasks.
For consistency, we need to evaluate the tekton tasks inventory and determine if any of those tasks can be mapped to actions.

Secondary - implementation details - can we used tekton as implementation (on cluster) or create a tekton as launcher for tekton as code.
