Odo GH actions mirror site needs to be updated to the latest

Which functionality do you think we should add?

Odo GH actions' mirror site seems not been updated after v2.3.1 even later releases are published.

Why is this needed?

Devfile integration tests are depending on Odo GH actions.

I already mentioned this in redhat-actions/openshift-tools-installer#66

Odo is no longer using mirror.openshift.com for hosting new binary versions.
The primary location for downloading new odo releases is https://developers.redhat.com/content-gateway/rest/mirror/pub/openshift-v4/clients/odo/
