source: move first line of Language-Names to a specified start-line

The lines containing the language-names should be placed on a fixed starting position on all documents

i.e.
1 ....
2 ... this are 9 lines for comments/ hints ...
...
10 German | Englisch | ...
11 Deutsch | english | ...
12 Latn | Latn| (language-script-code)
13 ger | eng | (language-code)

this will improve parsing for the start-line
this will not extend the workflow as these lines already get deleted doing manual interaction by users importing data.
