GitHub check status report - remove rule based condition

Problem

• the check status conclusion does not have a flow to update it after the initial processing; failed/action_required conclusions remain failed
• a possible workflow requires at least 2 clicks to view the results
• we already have a 1 click workflow for https://relative-ci.com/documentation/setup/configure/integrations/github-commit-status-review
