Source data issue: "CCSDS 720.1-G-3-S" should be on Silver Books page #2

This document is available on https://public.ccsds.org/Publications/AllPubs.aspx , but the identifier contains the “-S” suffix, which indicates it is a silver book. The next entry is 720.1-G-4, which is the current active issue.

Proposed action: 720.1-G-3-S should be moved to the Silver Books page.
