Add support for PIE (PHP Installer for Extensions)

A new extension installer for PHP is in the works, which is aiming to replace pecl:
https://github.com/php/pie

It would be great if Renovate added support for this new way of installing packages.
The extension will be placed on packagist.org, meaning the existing manager for that can hopefully be re-used.
The only thing that would have to be added is automatic detection and updating of pie.json.
