configuring nexus should be an openshift-applier post-step

This use to be a post-step to the applier run, which make sense from the perspective of getting Nexus configured and ready-for-use before proceeding with the next step(s). At some point, this was moved to just being a regular role as part of the playbook. It should be moved back to a post-step.
