Don't know when the problem appeared, but currently on Ubuntu 18.04, Google Chrome Version 70.0.3514.0 (Official Build) dev (64-bit) I can't input a lowercase letter t. Nothing happens, as if the event is intercepted.
Shift+t produces T as expected.
Symbols I have on that keyboard button in a different locale work as expected.
No problem on Chromium Version 68.0.3440.75
