I am reading a file with codepage 28591

IniData data = parserSave.ReadFile(lbUrls.SelectedItem.ToString(), Encoding.GetEncoding(28591));

When reading, I get the values close to the original, but still different. I can't find the encoding I want.

DBPasswd=���Ѕ���ן��U                                    original
DBPasswd = ����������U                                read

UFT-8 also doesn't work
