Only use controls which influence esys when checking for DB results

Currently the settings of all controls (sliders) are taken into account when checking if scenario results can be loaded from DB or optimization is to be triggered.
This could be solved by maintaining a list of controls that have implications on the energy system (e.g. use of potential areas) and those which do not.

This feature won't be implemented in this app, this issue serves as a reminder.
