Handle TLS handshake errors

In qtls.ts, we have

qtlsHelper.on(NodeQTLSEvent.ERROR, (error: Error) => {
            throw new QuicError(TlsErrorCodes.TLS_HANDSHAKE_FAILED, error.message);
        });

Which is never caught, just throws into the void/log
Need to catch this properly and generate CONNECTION_CLOSE etc.
