Issue Information

It seems that the integration doesnt preserve entity IDs for each entity creating duplicates
.

Once in the past i had a discussion about such behaviour in HA devs on their discord and according to them such duplicates can only be caused by an integration mishandling entity ids.

• If trying to add a specific council, I've checked it is listed as working at https://robbrad.github.io/UKBinCollectionData/3.12/
• I have provided a detailed explanation of the issue as well as steps to replicate the issue
