Describe the bug
Formatting the exact same file keeps toggling between two and three empty lines between the *** Tasks *** and *** Keywords *** sections.

To Reproduce
Steps to reproduce the behavior:

  1. Open file with a Task and some Keywords
  2. Format code three times (I have it to auto-format on saving)
  3. See code change

Expected behavior
Empty lines will be added and removed while you format the code.

  • OS: Windows 10
  • Robot Framework Version: 5.0.1
  • Robot Framework Language Server Version: 0.47.7
  • Client Version: VSCode 1.67.2
