Describe the bug

When user tries to remove the layer from the map layer's checkbox has to be clicked many times to be successfully removed.

Steps to reproduce

1. Mock IBF with Floods no-trigger
2. Log-in
3. Click layer toggle
4. Remove Glofas layer

Expected behavior

Layer should disappear upon first deselection

• This seems to affect only the GloFAS station layer
  1. Unchecking the layer for the first time doesn't remove it from the active layers
  2. Rechecking the layer doesn't result in any changes since it's still shown on the map and the legend
  3. Unchecking the layer again finally results in the layer being removed from the map and the legend
  4. After this the layer behaves as intended
• Layer check and radio buttons at times are slow to appear on first opening of the menu

The first issue can also be replicated in production.
It was decided with @jannisvisser to lower the priority of the bug.
