process with pid xx either refused to load frida-agent, or terminated during injection #4

When frida tries to attach to the process, I receive an error:
process with pid xx either refused to load frida-agent, or terminated during injection

The process I try to read is a very simple c++ executable that I wrote.

I use python 3.10, frida 16.0.17, Windows 11
