DataObjects in a package not being marked as updated #92

A DataObject in a DataPackage is considered updated if it's data or sysmeta has been updated
since it has been downloaded from a member node.

A couple of the operations that modify the access policy were not marking the sysmeta as updated:
addAccessRule, setPublicAccess, clearAccessPolicy.
