Game server gui api MVP

We want to be able to show a leaderboard/dashboard on a screen during the hackathon.
This will consist of two parts, firstly an appropriate API exposed by the game server and secondly a gui that subscribes and provides a view of the active games and leaderboards.

This issue covers creating an initial api endpoint and infrastructure on the game server for use by a gui.
