Improve CI so that it checks doxygen #8

The current CI infrastructure does not check doxygen (unlike the Apex CI), which may cause packages to not be released into the ROS buildfarm, see #7

Releasing to the buildfarm doesn't have anything to do with doxygen.

can we close this? if we would like to add auto-documentation to the CI chain someone can just open a PR to do so and add it.
