--include option needs to be updated for aptly support.

The --include option for propagating an already released package into additional suites needs to be updated for aptly. In addition to the need to change the commands to work for aptly rather than reprepro I have to investigate whether coping the deb and dsc files from the public pool has any effect on aptly's internal deduplication versus using aptly commands to copy the packages from one repository to another.
