The dnf4 version was somewhat recently extended with the package configuration: https://dnf-plugins-core.readthedocs.io/en/latest/needs_restarting.html#configuration

It was based on this request: https://bugzilla.redhat.com/show_bug.cgi?id=1810123

In dnf5 it is possible to configure packages that need reboot by the reboot_suggested hint in advisories but should we continue to support the more permanent way of marking the package for reboot?

Tested here: https://github.com/rpm-software-management/ci-dnf-stack/blob/main/dnf-behave-tests/dnf/plugins-core/needs-restarting-conf-files.feature
