Reproduced by:

  Given I use repository "dnf-ci-fedora"
    And I successfully execute dnf with args "install wget"
    And I successfully execute dnf with args "versionlock add wget"
   When I execute dnf with args "versionlock exclude wget"

The last conflicting versionlock exclude wget should fail.

It is in Scenario: Prevent conflicting entries in versionlock.list in versionlock-list-manipulation.feature.
