Setup NPM with phpcs scripts

Summary

• Setup NPM
• Add scripts to run phpcs/phpcbf from npm scripts
• Add wrapper around phpcbf to return 0 exit code. (See When I run phpcbf with stdin, the exit code is "1" instead of 0 squizlabs/PHP_CodeSniffer#3367 (comment))
