Fix jumplinks so they show the heading #925

At the moment any jump links go down to below the heading of that section.
E.g.
https://resources.eahub.org/start/run-uni-group/#who

I'm assuming this is because the height of the header hasn't been taken account?? Perhaps some css will fix it!
