Update the dummy app with more modern Rails conventions

Now that we're on railties > 6 (#107), the dummy app should be updated to a Rails 6+ style.

• Update the dummy app, leaving Swagger alone for now, to use a Rails 6+ dummy app.
• Ensure tests pass with all Rails versions
