There is v12.0.0 released in crates.io and it's not yanked. I tried to checkout the code for this version but the there is no equivalent tag.

Agree that crates.io releases should be tagged but not sure if it is worth it to tag old releases now. Based on quick glance at the tags it looks like v12 and v3 are missing.
