The generate-manifest-list cron job stops executing after 60 days of inactivity on the repository (https://docs.github.com/en/actions/using-workflows/disabling-and-enabling-a-workflow). This repeatedly breaks the benchmarking of published artifacts on perf.RLO (rust-lang/rustc-perf#1704). We should move the cron somewhere else.
