Rollup merge of #98979 - RalfJung:more-alloc-range, r=oli-obk

interpret: use AllocRange in UninitByteAccess

also use nice new format string syntax in `interpret/error.rs`, and use the `#` flag to add `0x` prefixes where applicable.
