[bootstrap.py] Instruct curl to follow redirect

Some mirror RUSTUP_DIST_SERVER (like https://mirrors.sjtug.sjtu.edu.cn/rust-static) perform redirection when downloading
stage0 compiler. Curl should be able to follow that.
