it currently links to the faq for the community survey, which is definitely specific to that survey

It should at a minimum answer the following questions

What does "active contributor" mean?
What counts as a contribution?
What is the difference between teams, working groups, and project groups, and how can I tell which category my involvement falls under?

We should also add some general synopsis of what kind of support the foundation could provide for people who are unfamiliar with the foundation and its available resources

There is only one thing that would have been helpful to me when I went through the questions. There was a question about what the Rust Foundation could do.... A link to some menu of options that are available from the Rust Foundation would have been helpful. The 2 questions that asked about the Rust Foundation's participation were difficult for me because I don't know what the Foundation does, or what resources it can deliver.

Also relevant to this issue:

[define] what a contribution is, since one of the mods already felt like the first question encouraged them down a path of "would like to contribute" rather than "active contributor" which would be more accurate given that we consider moderation to be a contribution to the project.
