[Japanese] 2024 survey still has 2023 section about "prioritising work" instead of "problems to productivity"

The Japanese translations have a section "の次の側面にどのように優先的に取り組むべきだと思いますか", it seems that is from the 2023 survey about "prioritizing work". The 2024 survey instead has a section about "problems to productivity" there.

This can for example be seen based on the available options, e.g. the mention of "rustdoc".

(I don't speak Japanese so I cannot suggest any corrections for this)

I divided this issue into concrete tasks because I can't take time to translate soon.

• Delete L329-L364 in surveys/2024-annual-survey/translations/ja.md
• Put the translation of L397-L441 in surveys/2024-annual-survey/questions.md to above.

When I have time to do that, I will try.

But if someone else wants to work on this, I would welcome it. 👍
