Community page doesn't distinguish well between places for users and places for contributors #1293

What needs to be fixed?

The community page doesn't distinguish well between places for users to talk and places for contributors to talk and plan:

For example, Discord and Zulip are listed right next to each other, but Discord is for users and contributors while Zulip is for just contributors.

We've been getting people in the Zulip who ask for help using Rust (they don't understand something, for example) and we have to point them to the forum. I suspect that they are coming there from www.rust-lang.org/community since Zulip is prominently listed there.

Suggested Improvement

Perhaps instead of having columns for the users forum, internals forum, and chat platforms, we could have a column for users and a column for contributors?

But whatever is decided upon, it would be great to improve this so that people don't mistakenly ask usage questions on Zulip.
