As far as I understand correctly, VMware does not release vmkernel related source code as their open source disclosure package (ODP) since ESXi 7.0.
I have no idea whether the device driver for ESXi 6.7 is usable for 7.0 or later. If ESXi 7.0 has compatibility layer for ESXi 6.7, you can use the device driver for 6.7 in 7.0.
At least, device drivers for ESXi 5.5 is not usable for 7.0.
I have not tried recently, Open Source Disclosure package for VMware Toolchain 6.7U3 download ISO provides toolchain (compiler etc.) for Linux host and you should be able to build vmdrivers-gpl with it.
And VMware releases ESXi 8.0 as free already,
I have purchased older Intel gigabit Ethernet adapter at low price and use it for ESXi 8.0.
The adapter is supported by ESXi 6,x and VMware removes it from their HCL.
ESXi 8.0 does not support the adapter officially, however it works fine.
