implement delete project permanently

Will be easier with k8s backend. Also is easy with simple backend (like in docker image).

New complication: due to sync and files being in database, should also delete file editing history from database for all files associated to the project being deleted.

WORKAROUND: If you do need to delete some sensitive information that you accidentally copied into a project, contact help@sagemath.com.

Be sure to edit https://github.com/sagemathinc/cocalc/wiki/DeleteProject when this is done.

NOTE: Internal instructions that us admins use to delete projects manually are here. Use this as a reference when implementing this ticket.
