After recent updates (both distro and Chromium from your ppa) I'm seeing choppy playback with HW acceleration enabled.
Here's the output while trying to play Youtube vid:

Disabling HW accel via about:flags helps.
My hardware is an HP Envy with AMD Ryzen 2500U and Vega 8 GPU running KDE Neon 18.04 with HWE stack: kernel 5.4.0-42-generic + mesa-va-drivers 20.0.8-0ubuntu1~18.04.1 + xserver-xorg-video-amdgpu-hwe-18.04 19.1.0-1~18.04.1
