What does this PR do?
Adds shrinkwrap lockfile to lock the dependency tree at publish time.
This only works for npm,
yarninstalls doesn't respect the shrinkwrap lockfile and you'll always get latest deps if caret'dWhat issues does this PR fix or reference?
