Improve TOFS documentation based on recent queries, PRs, etc. #128

A few potential improvements to make to the TOFS document based on recent queries, PRs, etc.:

  1. file.recurse: query + query => formula example
  2. file.managed + names: file.managed error: is not an absolute path #126
  3. Using '' in pillar/config: fix(libtofs): use select to deal with empty strings in path #124
  4. Using v1_path_prefix for ng formulas: feature(tofs): lookup files directory in “tpldir” hierarchy systemd-formula#37 (comment)

Any/all to be implemented after any relevant discussions here.
