[BUG] PillarCache does not pass extra_minion_data

Description
When pillar cache is enabled, extra_minion_data for external pillars is dysfunctional. [Was it a deliberate decision?]

Setup

• on-prem machine
• VM (Virtualbox, KVM, etc. please specify)
• VM running on a cloud service, please be explicit and add details
• container (Kubernetes, Docker, containerd, etc. please specify)
• or a combination, please be explicit
• jails if it is FreeBSD
• classic packaging
• onedir packaging
• used bootstrap to install

Steps to Reproduce the behavior

# /etc/salt/master
pillar_cache: true
ext_pillar:
  - extra_minion_data_in_pillar: "*"

# /etc/salt/minion
# [...]
hi: there
pass_to_ext_pillars: ["hi"]

$ salt-call pillar.items
{}

Expected behavior

$ salt-call pillar.items
{"hi": "there"}
