When I run it the 1st time, I get this output:

Since he actually installed it.
With all the other packages, I don't seem to have an issue, only this one.
The only real difference I find between this one and the other packages, is that the exe does not have a version number. (if you check properties --> details)

Tested client is a Windows 2008 R2

What version of salt are you running on this machine? Also do you believe this is specifically related to packages without version numbers? If so can you duplicate that with any other packages?

I replicated it with Vim for Windows, since it was alsof missing the versoin nummers in the exe. Andere that One replicated the problem. Salt minion is lates andere master is the last One in the EPEL repo, but if you really want it, I van give it tot you tomorrow, since I have no access tot the machine ATM.

I'd like to see the Salt version on the minion, I know in 0.17.2 there were some issues with versions with periods on Linux systems (#8614), but I don't think that would affect the Windows side of things. Having the version you're running on that Windows minion would be a great help, as well as some testing performed if you have a dev machine available where you can ensure the latest release is running.

it was version 0.17.2 on the windows machine.
So now I deployed 0.17.4 and geep getting this permission error:

So I can't answer any further about the previous case, since this one is even more blocking.
